- Participate in the development, review and enforcement of sugar industry legislations, regulations, standards, guidelines and procedures;
- Registration and licensing of sugar industry players;
- Conduct compliance audits and inspections of industry players and products.
- Conduct market surveillance to ensure compliance to sugar product standards and trade practices.
Regulations
The enactment of Agriculture and Food Authority Act, 2013 necessitated formulation of regulations to operationalize the Crops Act, 2013. Sugar Directorate formulated the Crops (Sugar) (General) Regulations, 2020 which were gazetted on 27th May 2020 vide Gazette Notice No. 99 and the Crops (Sugar) (Imports, Exports and By-Products) Regulations, 2020 which were gazetted on 10th July, 2020 vide Gazette Notice No. 125.
The purpose of these Regulations is to provide for the regulation, promotion and development of the Sugar Industry by establishing a level playing ground for all stakeholders and a framework for compliance. In particular, the regulations provide for;
- Procedures and conditions for registration and licensing of dealers in the Sugar Industry;
- Standards and quality assurance for sugar and sugar-products
- Collection and maintenance of data related to sugar industry
- Inspections and compliance aspects for sugar sub-sector
- Development of Pricing Formula for sugarcane based on sucrose content.
- Sample agreements in dealing in sugarcane and sugarcane by-products between value chain players;
- Issuance of permits for imports and exports of sugar and sugar by-products;

Registration and Licensing procedure
The following steps shall be followed during the application and processing of the licenses;
The applicant should check and
- Register on the AFA IMIS portal to obtain login credentials;
- Login and upload the requisite documents;
The application will undergo various verification and approval by the Directorate.
3.The Directorate issues a letter of Comfort, license to the successful applicant 30 days after gazettement. Import or Export Permits are issued without gazettement.
