The defunct Kenya Sugar Directorate is one of those institutions succeeded by the Agriculture Fisheries and Food Authority (AFFA) and now exists as the Sugar Directorate under Agriculture Fisheries and Food Authority
The overall mandate of the Directorate is to regulate, develop and promote Kenyan Sugar Industry.
- Carry out Market Research & Product Development – Develop appropriate market research and product development strategies, work plans and budgets; b. Implement trade, marketing and promotion programmes in the local and international markets; c. Identify and advise on market trends and growth opportunities for new and existing markets; d. Liaise with the Agriculture industry stakeholders, Kenya missions abroad, Agriculture trade organizations and associations on Agriculture and promotion matters; e. Monitor agricultural imports, exports and domestic sales activities; f. Guide and advise the Authority on product and market trends including diversification opportunities; g. Conduct regular market research including gathering and disseminating market intelligence reports; h. Advocate for the rationalization of technical and non-technical barriers to agriculture trade and reduction I high costs of agricultural production; i. Review and implement the market development strategy; j. Enhance the export readiness of stakeholders with focus on SMEs; k. Increase competitiveness of Kenya products in medium and low end markets; l. Enhance visibility of Kenya products through branding; m. Facilitate value addition and product development in the agriculture industry.
- Provide Technical and Advisory services to stakeholders – Strategic and operational oversight on the regulation of the sugar industry b. compliance and development of cultivation, transport, processing and quality of agricultural products c. Maintaining an effective and participatory regulatory environment that facilitates the sustainable growth and competitiveness of the Agriculture industry d. Ensuring the development of agricultural products, development of the agricultural industry and sound industry development of plans supported by a sound industry planning framework. e. Develop and implement departmental strategy in line with Authority’s overall strategy, mandate and objectives f. Guide and advice growers on crops cultivation best practices and enforce compliance g. Prepare and maintain a register of growers, manufacturers, nurseries and management agents h. Monitor and evaluate production activities and enforce compliance with regulations i. Provide advisory services on all aspects of agricultural products cultivation, transport and processing j. Development of agricultural products standards in collaboration with Kenya Bureau of Standards (KEBS) k. Promoting product manufacturing quality assurance and policy advocacy l. Research liaison and technology transfer m. Stakeholder engagement in forums and fields days n. Manage, develop, mentor and coach departmental staff and appraise their performance
- Oversee Regulation and Compliance in the sugar sector –Ensure compliance to the AFFA Act, Crop Act and other relevant regulations and Codes of Practice. b. Develop and implement compliance procedures including regular inspection of agricultural products stakeholders’ premises to ensure compliance. c. Facilitate the development and implementation of a national product policy; d. Facilitate product standards development to harmonize and improve compliance across the value chain e. Ensure execution of corrective actions; and advising the authority on appropriate trade compliance matters f. Sensitize internal and external stakeholders, including Small and Medium Enterprises (SME) on the regulatory framework and facilitate its successful implementation g. Recommend for Board’s consideration, applicants qualified for registration in the areas of buying, importing, exporting, packing and warehousing h. Monitor crop imports, exports and domestic sales activities to ensure compliance to required safety and quality standards i. Facilitate improvement of overall industry efficiency by developing and promoting service level standards for critical activitiesFacilitate improvement of industry skills and competencies including small, medium and large industry players k. Develop and monitor an industry productivity enhancement programme l. Develop and monitor a framework for implementation of industry infrastructure m. Manage, develop, mentor and coach departmental staff and appraise their performance.
